An Azerbaijani-language monograph on the establishment and development of the police force during the Azerbaijan Democratic Republic (1918-1920).

Published in Baku by Mütərcim in 2018, İltifat Əliyarlı's study examines the founding and institutionalisation of the Azerbaijani police between 1918 and 1920 from a state-and-law history perspective. Rather than military operations of the Caucasus Islamic Army, it addresses the internal security and administrative build-up of the Azerbaijan Democratic Republic. For the collection it serves as indirect background on the re-establishment of state authority after 1918.
