A biographical-political reference work on those who governed Azerbaijan from May 1918 to October 2003.

Published in Baku by Qanun in 2006, Maharram Zulfugarli's book lists in chronological order the individuals and periods of Azerbaijan's governance from May 1918 to October 2003. Its starting point is the proclamation of the Azerbaijan Democratic Republic in May 1918, so the opening sections provide data on the statesmen of the 1918-1920 republic. The Caucasus Islamic Army campaign is not its focus, but it serves as an auxiliary reference for identifying the political cadres of 1918.
