The dissolution of the Russian Empire as of September, 1918. By this time, most anti-Bolshevik governments had already been formed, and w:Bolsheviks had been largely pushed out of most of the Don, Kuban, and Volga regions, but process of centralization of power in anti-Bolshevik Russia w:White movement had not yet begun. Note: Except for zones under German, Austrian, and Turkish (Transcaucasian) presence, state control over territories was limited. In 1918, authorities often coexisted on the same territory, subordinate to different governments. Weaker governments could formally or effectively be subordinated to stronger ones, or oscillate between various powers. Later w:White movement formations (South Russia, Northwest government, etc.), future Baltic republics, and some Soviet republics that existed before or after the moment shown on the map are not depicted. Also, territorial claims of such states are not shown. White areas on the map indicate territories that were part of other states as of September 1918 (Romania, Ottoman Empire, Mongolia).
