This Russian-language article examines in detail why the Soviet administration in Baku collapsed in 1918, the role of the Caspian Fleet and the Centrocaspian organisation in seizing power in the city, and the situation there until the arrival of the Caucasus Islamic Army. Relations between Azerbaijani national forces, Bolsheviks and Dashnaks and the aftermath of the March events are discussed.
