Vasif Gafarov's English-language article investigates the army-building process of the Azerbaijan Republic within the context of Ottoman-Azerbaijani military cooperation. It analyses the military organisation projects drafted by the Istanbul government in July 1918, the Ottoman role in establishing the Azerbaijani army and the nature of the cooperation, and comments on the participation of the newly formed Azerbaijani units in the Baku operation. Most of the archival documents used are introduced to scholarship for the first time. It is an important source on the place of the Azerbaijani Corps within the Caucasus Islamic Army.

The nature of military cooperation between the Ot- toman Empire and the Republic of Azerbaijan has also been studied.
