Published in History Studies, this Turkish-language article draws on documents from the Political Archive of the German Foreign Office and the Bundesarchiv to compare German and Ottoman policies in the Caucasus. It argues that the two allies pursued a joint line until the October Revolution of 1917, but became rivals on the brink of conflict once Russia withdrew from the region. Its treatment of Caucasian Muslim independence and the contest over Baku illuminates the diplomatic background to the Army of Islam's 1918 campaign.
