Published in Baku in 2018 by Afpoliqraf, Nurulla Arif oglu Aliyev's book studies the naval-military dimension of the Azerbaijani government's activity between 1918 and 1920. It addresses state- and army-building in the Azerbaijan Democratic Republic, notably questions of Caspian naval forces and the port of Baku. For the collection it serves as contextual reading on the later phase of the military organisation of the state that the Caucasus Islamic Army helped establish in 1918.
